when I try to change the level elevation, this error message shows to me ''Fail to create stringer/ carriage'' . I don't know how this is even related!

The stair has a maximum riser height. If the level is higher than the prescribe maximum riser height, it will give you this error. I would reconfigure the stair to add extra riser or change the maximum riser height.

@syman2000 is correct that in most instances this is due to the incorrect number of risers so cannot draw the stringer at the required length.

I have also seen this where the stair creation is quite complex does not allow sufficient room to fit the geometry in to draw the stringer element.

Try creating a a Stair Assembly with no Stringer and see if you can place the stair without error if so you can add the stringer on after and see where the exact issue lies if not related to stair levels.
