I have been trying to change the appearance of the threads and risers of my steps, but have been unsuccessful in the Realistic view. I can see that the change takes place in a 3d view but from a top down view in "Visual Style: Realistic with Edges" it displays transparent. I would like the steps highlighted below in blue, to show with the ceramic tile like the 3d view...
Looks like someone put a Masking Region and Detail Linework over them in the View. Can you select and hide the MR?
Post the file.
I think I'm a little confused. Are you trying to change these Symbolic Representations? You can't apply Material to them. They are 2D elements. Hide them in Realistic View. That should resolve.
I would like to add a material to the tread and riser and have that show in "Visual Style: Realistic with Edges".

Stairs are shown as graphic symbol on plan view. If you want to show them with true materials, create a realistic 3d top view, isolate the stair, and place it on top of the floor plan view on sheet.
Ok, I see what you are saying, just appears like a bit of work to isolate the parts needed.

Yes, I understand. Hide the Masking Region in the View (the white part). The Treads and Risers will then show the Material you've already assigned to them. They're just covered by the Masking Region right now.
Masking Region on:
Masking Region off:
I am unable to find any masking region. I am not aware of creating any Masking Region. I think the issue is in Realistic View because the stairs are a symbol.
I "extended" the floor under the steps and used that to show the tile. Not 100% accurate but shows correct in 2d view.
I told you exactly what the issue is. Masking Region. Post your file. I'll find the booger.
Was working to send the file and I think I understand what you mean by a mask. In the Visibility/Graphics Overrides -> Stairs -> Transparency I set it to 0 and then the material that I applied appeared in the 2D Realistic view...
Thanks, this appears to work like one would expect. I did not realize that the 2 symbol of the stairs was 100% transparent, no wonder the material would never show.
That setting would affect EVERY Stair in the View. Only a couple of Stairs were affected in your Screenshot. Are you sure there isn't an Override by Element applied? To check, select Stair, right-click and select Override Graphics in View: By Element.
...nevermind. I see now you only had 2 stairs in the view. The rest of it was flooring - that just looks a lot like treads.
