Cannot upload my downloaded material texture to material library?

I downloaded a material texture: https://www.randerstegl.com/en/ultima/rt-163

But in material library I click the file and the file appears empty and so I am unable to upload my material texture.

I think maybe the file is not in the correct format, is there a website to convert it into a useable format?

The instructions in this video do not seem to work for Revit 2022. Libraries I have downloaded from BimSmith don't load up any assets.
