I have created two levels: Roof Level and Ceiling Level, with Roof Level designated as Level 1.
The issue is that when I create a view, the Roof Level does not appear, as shown in this image:
Why can't I see that level? The level is already configured under the annotation categories.
Is the reason because the Roof Level corresponds to the previous Level 1?

Most likely, for MEP Template the Levels are based on the Generic Revit Levels but then renamed to more specific Discipline based names. IF you did change the name you would have had a message asking you to confirm the Change.
One other point - if you have hidden by override elements in a View the still remains hidden - use the Reveal Hidden Element button in the View Display Toolbar below the View window to see hidden elements
Apart from the view graphics, you can also check the far clip offset of the Section. If the section is set to use Clipping, it might not intersect with the level and therefore the level will not be visible. (See image below: Level Datum in the Building Section to the Left is showing, while in Section 1 it is not)
