I have a series of walls in my project that's split into parts and set to a specific material. In one elevation, I can use user keynotes to tag this wall. However, on another elevation, the tag cannot host to the wall. Included are screenshots of my project. The wall isn't pinned, parts visibility is set to "Show Parts", and the wall isn't hidden.

What is 'Instance wall'? Do you mean you cannot place user keynote on Parts?
By instance wall I mean a specific wall in the project. There are multiple instances of walls that're split into parts, and I can place a user keynote on one instance, but not another. In the attached images, one of the walls can host a user keynote, but in another elevation, another wall cannot.
Let's be clear. Is the keynote hosted by Parts or Wall in the view that is working?
Keynotes are not hosted they are tag that pick up elements in the view and report a certain parameter of that element.
In all cases I would make sure that the right keynote is being used and that view settings of that elevation are set to show elements that the Keynote needs to pick ...

That's why I asked you to verify the working keynotes placed on Parts or Wall. You can only place Element or User keynotes on categories accepting them. Parts is not among those categories so the only keynote you can use on parts is Material keynote.
One thing you could do is to create assemblies from parts, then you can place user or element keynote on the assemblies.
