I drew my setback lines with Model Lines, and I tried to put dimensions on them.
Does dimension command not work with Model Lines?
Does it only work with Detail Lines?

dimensions diffidently work with model lines. Are you sure the dimensions are not turned off in the view settings? try picking the Reveal Hidden option....

Are you sure you are dimensioning on a work plane parallel to the work plane that the Model Line was drawn on?

I thought about your comment. I understand. But I wouldn't question the work plane since they are all being drawn my "site plan" floor.
Actually it was badly worded. I'm envisioning you trying to dimension between parallel lines and your dimension won't snap to one or both of them, so I was asking if you were sure the lines are not "skewed" to the view.

Site Plan View. Two Model Lines seemingly the same length, yet not.
Both drawn in Site Plan, but on different Work Planes.
