Can topos be created from lines?

Hello
In Revit 2019, Can topos only be created by points, one at a time, or is there a way to use lines? Please understand that using a CAD to make the topos is not available. I only have an image underlay to work from. The topo happens to have very many, in and out, wiggly lines. Using the points along the topo lines causes the interior of the curves to fill in. Then I need to go back and retrace the lines to trim those area back out. It's double the work. If I can make the topo from lines I can just trace those lines once.
Any recommendations on this? FYI I am not AutoCAD fluent, so please refrain from recommending that I learn Civil3D to do it.
