When I started a new project I went to the properties browser to pick an elevation but there are no elevations to choose from. How do I set a level without an elevation to work from?
You can create a new elevation views, or a section - you can then create the levels and plans based on those levels. These can be set up from the View menu.
If you start a new project and there are no elevations, you probably don't have a template assigned. Set up a default template so that you have the standard views available when you start.
Elevations and levels are reachable from the project browser bar.you can reach it from project browser.
After Creating Levels in Elevations some of them may not be visible in project browser.
go to view tab > plan views > Floor plan > select all the levels there > ok
then you will see all of the levels and can reach them.

If you are not able to see elevations on project browser, then you do not have a proper template to start your project with. To fix this, Use one of the default templates where can be found in "My Computer/C drive/RVT folder/templates".
If there is no template file in your RVT folder, then probably the Revit package that you install was not complete.
Remember that if you do not have template, still you can work. But you would need to add the basic element by your own. start with adding elevations from view tab/elevations in your level.
