Can't rotate family (RCP Shrub) in plan

I added two detail elements to the standard RCP shrub family (they are intended to represent uplights). But when I try to rotate the family in plan nothing happens. I've tried disabling things such as "Always Vertical" but it doesn't change anything.

Any advice appreciated.

EDIT: Oddly enough the align tool seems to be able to change its rotation. However, it's very cumbersome doing it through the align tool and the rotate tool would be preferable.

Did you chance make the family Work Planed-Based and not Always Vertical and then place it on a Face or Work Plane in the Project that is not co-planar to the Plan View?   That would cause issue you described.

Go to 3D Top View, Set the Current Work Plane to the Face by Pick a Plane Method and choosing the Face.  Now try rotating.
