Can't make reference callout in callout

We went to enlarge a portion of our plan with a callout, but when we try to add a referencing callout of a detail within that callout, the detail's name won't show up under the drop down menu and neither does anything on that detail's sheet number. Other callouts work though. Any thoughts?

So this problem is only happening to one user. She is restarting her computer to see if it fixes the issue.
