I created a baluster panel (1.jpg) of 6'x3' in the Baluster panel.rft template: but i can not load it in to a railing system in a project. I get this error (2.jpg) when i try it. Then i tired to simplify the design like the in the 3.jpg and it works (4.jpg) can anyone tell me what i'm doing wrong?

I would recommend creating it using the baluster-panel template. I think the sides are not referenced to anything.
PS: Try to avoid having balusters base/top referenced to a railing, always choose host. You'll thank me later if you accidentally delete a railing where you have a baluster referenced to.

You do have a lot of reference lines in your family, but I see no reference from the edge of your extrusion to the original reference planes of the family. I would remove all the additional reference lines and make sure the edges of your extrusion are constraint to the front/back top/bottom reference planes (you can use offset).
Thank you for your reply but its not working, i deleted all the all the references, and constrained Left, right and bottom to their respective edges and one face to left/right and the other to a value, still i get the same error.

Revit has a limit. 1/32". Any sketch line, or model line, or any distance for that matter, is problematic when drawn at less than 1/32". I found 2 that were less that 1/32" in your sketch. Revit is still not quite liking the sketch in the Project, but she's tolerating it and throwing an error to let you know about.
I'm very much happy to see that it works and thank you very much @barthbradley, but i'm using Revit 2017. I removed the two smallest lines but still i'm getting the same errors. It will be very help full if you upload the project file with the loaded railing
Thank you very much barthbradley, you saved my day, when i looked in to the file it seems that i too removed the same two small lines but i think this tolerating thing is only happening in 2018 and above, thanks anyway
