I have a regular surveyed pts as a input Toposurface. I can import a already trianglated file from microstation or C3D which can restricted these pts trianglation edges maximum length such as 5m. But when I --> Modify | Edit Surface tab, click Tools panel-->Create From Import drop-down--->(Select Import Instance). Revit will built new trianglation and insert new boundary points.

These regular points are imported points, outsiders are Revit produced. Now I want to delete these outsiders (too many, over 5000), I can use the Split a Toposurface function to delete all these Revit built topography. But it's waste of time.
Is there a function can create a toposurface only from imported data or the toposurface's trianglation edge maximum length can be defined.

You sure you didn't pick too many layers? That's what it looks like from here. Recreate the Toposurface selecting only the layers with the relevant data.
I only import the triangle layer. I upload a make up data, simplify the situation. There are more curves and survey point along a "road". For the make up case, I only want to keep the green triangle part.

For this example, Split Surface will do the job. You can easily pick the boundary lines. Do you have boundary lines for the other one?

I am using Revit 2019 Chinese version. When I am using closed loop (site boundary) to split the toposurface, the error report said the boundary should can split the boundary into 2 part properly. I think maybe because the boundary may seperate the toposurface into 3 or more part.
So I used the half boundary & serval straight lines as below:
revit error report still said can not split the toposurface into 2 part properly.
And I drawed a open loop to split the surface as below which level is higher than all toposurface features. Same as the guide: 5. Sketch a single closed loop that does not touch boundaries of the surface, or sketch a single open loop.
Revit error report said
error 1-4, the level annotation should in right reference level ????
error 5-6, can not make a triangulation survey of this toposurface, normally because a subregion is inside or overlap with the building pad, some other region may also cause this situation. ????
My translation is not that well, but actually there is no building pad in the site and I can not find why these ways did not work.
I can draw small loops to split the toposurface one by one, but the site range is over 2000m, so it would take some time. I think maybe it's the only way to solve it in this stage?? I find Revit 2020 version can link to C3D topo directly?

You don’t necessarily need a closed loop for Split Surface, as long as the topography is divided into two piece. For example, the second topography you uploaded, you can Tab select the whole CAD boundary and delete both end and right side boundary, without draw on the left part to close it.
