Can any1 explain me this weird relationship btw Scope Box and Grid Line 2D & 3D

In one of our project , 

The Scope box is applied to the view.

The Grid - when it is inside the Scope , it shows as 3D (Screen shot below)

Till a particular Distance out of the Scope Box - The Grid shows 3D (Screen shot below)

After this distance - The Grid turn into 2D and Blue Circle stops (Screenshot below), Can anyone give an explanation for this please?

When a grid (and level) is in contact with a view's crop boundary it changes to 2D. Initially they have a 3D nature ("globally" affect all views). The 2D nature is a view specific override. The view's crop boundary makes the distinction between 2D and 3D once it comes into contact with a grid. Inside the boundary the 3D status is unaffected and outside 2D is activated. You can see this happen if you just drag the 3D grip across a crop boundary regardless of a Scope Box.

I can understand clearly now. I will make this as a solution.

Is there a way to control the distance where its changes from 3D to 2D?

The distance a grid extends beyond a crop boundary when a scope box is assigned to a view is not a user based setting. They seem to regard the 2D status as more likely to be adjusted differently view by view so they haven't seen it as a priority to let us define the offset applied.

 

When all the grids are 2D they should move together (padlock indicates the relationship with other grids) and if you want to extend the same 2D alteration to other views it is possible to select the grid(s) and use Propagate Extents (button on the ribbon). It will work on any eligible view.
