Camera is stuck, locked in position, can not use or move it. Please help !

... to unlock them
... go to unlock 3d view
... and / or go to your 3d view
... click the surrounding square
... and unpin the pin

... delete the 3d view and create a new one

.... *** but if what you are saying is that the 3d view box is grey out when trying to open it
... then to be able to use that.... you need to be in a floor plan
... not in a 3d view
