Call out tag is invisible

I have two views of partial floor plans using the same view template, when I call out enlarged view in both of the floor plans, one is visible, one is invisible and I got the warning messages below,  I  checked the visibility graphic override - they have the same filters, hide at scales coarse than what is the possible reason when they share the same view template?

It's because of one of these 33. I guarantee it.

I took the original list that Dave Jones created and grouped the possibilities by various governing conditions in my blog post. It's the "same" info just presented differently.
