The rule in Germany is that any opening less than 2.5 m2 must be ignored in quantities calculations for walls,
is there a way to automate that?

Just thinking here, but perhaps you could create a (last) phase in the project and demolish wall openings smaller then 2.5m2 in this phase and have Revit calculate the wall there including the infill walls? What type of opening btw?

You can do it using dynamo...but if you are not into dynamo, there an application on Autodesk App Store for Revit called "Wall Opening Area Measurement" which I think does what you are asking for (not sure if they have a 2020 version though)
