Is this the right place to report bugs?
replicate:
1. create a section on a plan
2. open section view in a new UIview
3. rotate section in the plan
4. toggle "disjoin" on
5. rotate the section by any amount
6. UIview corresponding to that section closes

Thank you, that's fine. Could you please let me know though where to find the form to submit bugs for the Revit team? I've had an (amittedly) cursory look over the account page and couldn't find it.

Maybe it is by design. Disjoin also means disjoining a view from the open views in the session.
Why can't you rotate a section without ticking Disjoin box?
@ToanDN based on documentation I thought that this option was meant to be used with geometric elements like walls, but if you extend this thinking to Views then maybe it's a feature ![]()

Disjoin does not pertain to only geometric elements. For example, when you move a wall with disjoin box checked, not only does it unjoin from other model elements, but also all annotations associated with it (tags, keynotes, dimensions, spot elevation, spot coordinates) will be deleted.
