What is the best setup for this for the browser organization.

Main reference I am using to put everything in
2 drawings reference the main drawing I would like to put in another scale but still reference the main drawing.

right now they are dependent and then I make them independent but that is not ideal for the setup.

It cannot be done for Dependent views. From the Knowledge Network:

Make multiple copies of a view that are dependent on the primary view.

All copies, known as dependent views, remain synchronous with the primary view and all other dependent views, so that when view-specific changes (such as view scale and annotations) are made in one view, they are reflected in all views.
