Base / Survey Point / Relocate not Changing Elevation

I've got my base point and survey point.  I want to move them vertically in my model (or move my model vertically).

When I move either of them vertically (in both clipped and uclipped modes) - they change nothing.  The same goes for Relocate - it acts like it's relocating (processing time) but doesn't.  My levels stay the same as before the moves, both when reading off from "survey point" and "project base point". 

 

I created a new blank model to test my understanding, by moving around the points.  It works as expected reading off the location of the points, but I could not replicate this in my model!

 

Thoughts?

I think I figured it out partially.  I have a spot elevation crosshair tag that says it's reading survey, but it appears to be reading from "Relative Base: Current Level" under its constraints??  I tried to edit the spot elevation tag family but it might be a system family.

Figured it out, the Spot Elevation Tag has 3 modes, "Relative, Survey, and Project Base Point".  I was using it to verify survey, but in its type parameters, it was reading out "Relative".  It appeared that the true survey heights weren't changing.
