Baluster does not adjust

I had a problem a few months back where I couldn't make any adjustments to the "Base offset" for the start and end Posts of this rail. That was solved but now I can't adjust the "Base offset" for the Regular balusters. 

In the family, you'll see where the end posts "Base offset" is set to -6". I need to do the same for the balusters. No matter what I type in, it doesn't change.

I could not get the balsute to offset for some reason. Looks like there is a constraint to Level 1.

The only way I can see to get it to work is to give the whole railing a -6" offset from Level 1, make the Top Rail height 4'-0", and set Mid Rail height to match the top rail /end return height at 2'-1 1/2".

Now all the posts are -6" below Level 1. A bit of a cludge, but it works. I'm sure there is a proper answer/method.
