So When I have multiple scale sizes on a title block, my titleblock changes the scale box from a scale to "As noted". Where can I change this parameter? I would like to change it to something else. I checked the title block label in the family but it wasn't completely obvious where this is set. Please advise.

One solution is to create a new parameter and fill in the scale manually.
(Not perfect though, 'cause you can forget to insert the scale or insert the wrong scale)
If you need to change it, @Kimtaurus's suggestion is the best you can do. The out-of-the-box parameter is not user editable. See this thread for a lengthy discussion of this.
I'm usually annoyed by things that are hard coded instead of user-editable. But why would you want to change the default behavior in this case? If you have multiple views on a sheet, and those views are at different scales, why would you want the sheet's scale property to just list one scale?
I cannot speak for @Anonymous, but the issue for me is not trying to display just one scale, it is with the default text and its formatting, neither of which conform to my office's standards. We would want to see AS NOTED not As Indicated. Not a big deal (not losing sleep over it), but I cannot think of a reason why there could not be a project parameter exposed to the end user to hold the value displayed when there are multiple scales involved.

I don't want to change the behaviour. I want to change the actual text that shows. Currently it is lower case. I would like to make it upper case as all of the other text in the titleblock is upper case. Also I would like it to say AS SHOWN, not As noted. That's pretty much it!
