What's the best way to create an Appendix B in Revit title block where you can fill out the information? In most cases you can fill out the Appendix B information like a word document and complete the fields. I'm wondering is there a way to fill out this information on the title block without bringing it in as separate sheets. I would fill out the sheets separately and make a legend per sheet and drag to the title block, I know that's the loonngg way. Is there an easier way? I have different states that use different Appendix B forms.

An Appendix B is information about a commercial building the construction and materials, etc per each state you must provide before design and construction. I have attached pdf and AutoCAD examples.

Look into the plug-ins that are available to import Excel Spreadsheets to Revit Schedules. There are several at the store. Trial some for best fit.
....or Link the CAD and call it a day.
