Revit 2023.1.3 service pack just installed yesterday on a Windows 11 system.
Since then, when sync'ing the Sync dialog reports that:
This operation could not be completed. Please try again.
But it also shows that all steps have completed and reports:
You have successfully synced with central.
Everything seems to successfully save as expected, but, due to the "error" the dialog stays up until I dismiss it.
I also have to perform a "Relinquish Elements" when closing the file (which would seem to indicate that there is, indeed, some sort of error occurring in the background).
This particular project is on the Autodesk Cloud (whichever name they want to call it this week) as evidenced by the dialog, so I opened a local workshared project, drew a few lines, deleted them, edited a couple of existing elements, and was able to sync without any errors and close without having to specifically perform a "Relinquish Elements".
Service pack bug with the cloud services? Compatibility issue with a Central where not everyone is on the latest service pack? Maybe not happening on the local because I didn't do enough testing, but sitting there waiting to happen when I do some real work on such a project?
Whatever it is, it's going to become problematic I think (beyond it's current status of being extremely annoying).

After installing the service-pack update, I'm seeing it almost every time I sync.
In the "Worksets" tab you can click on all the other elements, not just worksets, and it will tell you what you own.
I own nothing, and this dialogue is still coming up.
I think it is a bug? Not a very nice one.
It has NOTHING to do with internet stability/access at this point after seeing it across multiple sign-in locations, files, computers, and different users.

Seems that way! I always chalk it up to user error, until the data just says there's nothing more on the user end to do differently to get it to work any better.
