I only have an access to a few orders in annotation tab in my current project

I don't know what's different between this project and the others !!!

I hope i get the answer

The view is controlled by a view template, this can limit functionality.

but, it happened also in this project when i create the view without Applying a view template!

What version of Revit is this? Looks like a problem that affects the ribbon when a newer version is installed but you use the previous one. This can be corrected by installing the update packages.

You are right i am using Revit 2015 in this Project and Revit 2017 is already installed in my PC .

but, how can i install update package ?!

If you have Autodesk Application Manager installed just open the app to check any available update for all Autodesk programs you have.

Or, you can search in the Autodesk website. I found this link, which says that it includes the previous packages:
