We started recently working with 2017 and we found out that all the Hebrew fonts, mostly Ariel, appear larger and therefore are also mislplaced. This is definitley a bug that prevents us from using 2017 for projects that are well developed since we cannot spend so much time re-editing all the text notes and dimensions. Please report to the technical team! and if there is a fix let us know.

If you don't want to upgrade your text sizes, the next best option is probably editing your text style to have a slightly smaller text to match what it was before the upgrade.
This far we got by ourselves. We just wanted to report this bug. Fixing all text notes in an advanced design stage will take ages!

It is not a bug...it is the aftermath which you should have made yourself aware of before upgrading to 2017. The behavior has been clearly described on the knowledge base network link provided above by @EmptySaturnV and I believe there will be no other way for you around that for quite some time...
