Aligning Beams for Crawl Space

I am attempting to model a footer/conc. block column/support beam for a crawl space on residential construction.

 

Working with the beams has been a pain. I cannot align them with AL tool and I can't bump move them with arrow keys. Tried in 3D view and a section view. 

 

Any pointers on working with beams?

Change the beam's "z" offset value -- or don't use beams. Sounds like the beam's intelligence is counter-productive do what you want to do/how you want to do it.  

 

...looks like all you want to do is change the "z" justification. No?

There's several approaches. Heck, you could just use a Floor.
