How to add Construction/Demolition notes symbols to drawings (Revit 2021), so that they show on a "General" Notes schedule?

You can use keynotes and generate a keynote legend.

Can I change the shape from Rectangle to Octagon and remove the leader? I want to list all notes in a legend/schedule to reference descriptions of activities (i.e., Demolish existing wall to plate, etc.).

Yes.  You can edit the keynote tag and make copies with different names, edit the shape, reload and use different tag types for different purposes.
