Is there some way to add a colour override to a linked PDF and or Image like one can do with both Revit links and Cad links?
The objective is to make the linked pdf darker to aid in tracing over it. (our company uses a black drawing and modelling background and not the default white background)

I do not think it is possible to override the color of a Raster Image / Linked PDF.
You can draw masking region on top of the PDF. Then you set the background transparency to 20%
Afterward you can just trace the PDF
If you want to distinguish from PDF from Revit lines, you can set the background to black
Your Revit lines will be turned to white and you can see clearly the PDF from Revit.
I don't think changing the color or color-tone is going to help you. From the look of it, your PDF has a white background. I think what will help you, is to turn Thin Line OFF. Tracing PDFs is a PITA no matter. When I'm tracing PDFs, I'm typically zoomed in very tightly anyways so I can see the pixels - and trace with Thin Lines OFF. If you are tracing linework over the PDF, try a different color line, as well as a thicker line.
