i have bought the microsoft surface arc mouse. it does not however have a scroll wheel therefore cannot pan!! i can use shift+ right click to pan in 2D views. but cannot pan without using the navigation wheel and clicking pan in 3D views. is there way to change either the mouse setup or set a keyboard shortcut for panning in a 3D view?

I think that type of mouse can't pan because it have no option for clicking and holding the scroll as per microsoft website, below photo shows th only things the mouse can do.
to assign a key board shortcut in revit , just click "KS" then search for pan and assign the new shortcut.(Check attachement)

I had the same problem, and the mouse is really sensitive when you scroll to zoom in and out. I have gotten used to hitting "P' then Spacebar to activate the pan function and then using the mouse to go where I need to go. I think in general the arc mouse is a great mouse for any other program than autocad. I haven't tried it in Revit yet.
E' sufficiente scaricare dal sito microsoft il driver petr ilvostro PC ed impostare l'utilizzo tasto centrale nell'uso con tre dita. Download di Centro gestione mouse e tastiere (microsoft.com)
