is there an efficient workflow for creating 3d render quality images from a 2d image for use in a Revit 3d view?
I have render quality images (2d only) works great for elevations and sections only
the company is not willing to pay for RPC content.

That is the issue here. RPC IS the way Revit handles this kind of thing.
Revit is shipped with basic RPC sample content so you can see how it works, but additional content must be purchased from Archivision. I suspect the number of hours you might spend in pursuit of an alternate solution would more than pay for the RPC content you need.

money is the cost of operations so I am trying to convince the bean counters of the priority

I often use custom families for entourage because I need non realistic people and trees . In the images from below there are two examples of this kind (black and white)
These families are made using 2d maped images ( I used Mass elements with curved surface having as material an image with cutouts that use the alpha mask of this image).
You have to be careful to rotate them so to be as possible perpendicular on the Camera axis. Your can make other items using the same work pattern.
