I attached a wall mounted handrail to a flight of stairs. Shows up on the Level 1 (up) but does not show on Level 2 (down). its there when I move the cursor over it, it there but hidden.

Can you see it in a 3D view?
1) VG>> Railings - make sure all are checked
2) When you edit a railing, you will find the extension family at the Start and End Post in the Baluster Placement dialog box. Try to take a look at the family and its visibility settings
OK, but in the Level 2 view, the railing on the opposite side shows. see image.

For some reason the file you sent doesn't look like your screenshot. Anyways, I think the issues is that the view range is not far enough to reveal the handrail below. See my screenshots. I changed the View range directly for the Views to fix them but you can add Plan Regions to take of them as well. Also, your handrail has duplicate geometry from the top rail and a non-continuous rail in the same location. I fixed it as well - keep the top rail and remove the other rail.

will need to do a refresher course on railings Revit railings for Dummies if I can one.
thought plan region command doesn't work on railings. I guess you can just not stairs.
