View Templates Inquiries

As part of a View Template creation/duplication through the API I have a couple of inquiries :

1. Are the following list the "default" view templates so as a user I will found them always for any revit model ?

2. How Can I change the Filter List drop-down through the API to mark specific options like the following image ?

To answer your first question, no.   A project started without a project template may not have any view templates.  And those templates can always be purged out if they aren't being used.

I'm not 100% sure about your second question, but I think its unlikely the API provides that ability to control the user interface.
