I can create the dimension with reference.

Is it possible to create model line also?

from the dimension you can find the start- and end Point, see http://thebuildingcoder.typepad.com/blog/2017/06/determining-dimension-segment-endoints.html

you can use those points to draw a line perpendicular to the dimension.
