How to Get the tooltip's text of a button

I can get a button's name by EnumChildWindows and GetWindowText method. Is there a way to get tooltip's text of a button?

You can access this information using functionality from AdWindows.dll. This Autodesk UI DLL is supported for AutoCAD.NET, afaik, but not officially for Revit, afaik. Still, it works and does its thing. The Translate Revit Tooltips application demonstrates its use to both read and write all the Revit tooltips:
