How do I nest families?

Doc.FamilyCreate.NewFamilyInstance(location, symbol,ActiveView)  will place multiple families on a sheet but how I do place one family inside of another?  Can the ActiveView be set to a family?

I don't think this is possible, is it?  From a BIM paradigm, I think it doesn't make sense since it feels like families are used for atomic components, not assemblies.  My solution is to create a Group.  I'd love to hear the Autodesk perspective on this issue.
