How can I create a railing on top of a wall?

I want to creat a railing  on top of a wall.

But the mehod is 

public static ICollection<ElementId> Create(Document document, ElementId stairsId, ElementId railingTypeId, RailingPlacementPosition placePosition);

Beause the second parameter is stairid type,I cannot know how to create  a railing on top of a wall?

Railing creation is currently only supported for stairs.
