Create Matchline

Is it possible to create a new Matchline in a dependent or any plan view? 

I can get the OST_Matchline category with a collector and I can see post command can access the matchline command, however I want to create multiple, one in each view. 

I also notice that the top and bottom constraints can be modified and the offsets cant in revit lookup. Its category is Annotation so maybe it can be created as a family instance?

I don't know what a matchline is.

I suggest you create one manually in the user interface and then use RevitLookup and other API-based Revit database exploration tools to research what the exact result is, what elements that generates, what properties and relationships they have, etc.
