I cant rotate this text at 180 degrees... it stays in the same position after the command is used.

Is your code present inside the transaction?

To modify the element or document the code should be present inside the transaction.

The property [Keep Readable] of the TextNote is probably checked.

Change the value of the BuiltInParameter.KEEP_READABLE to 0 (== false)
