Can I develop a Revit AddOn with .NET Framework 4.7.2

Can I develop a Revit AddOn with .NET Framework 4.7 and use it in old Revit versions such as 2015, 16, 17 and 18. I know that Revit 2019 moved to .NET 4.7, but what about the previous versions.

In other words, if an older installation of Revit uses an older .NET version, for example 2015 uses .NET 4.5, can I develop my Add-On with a newer version of .NET like 4.7? Will Revit 2015 be able to load such an add-on developed with a newer version of the .NET platform. This all is assuming that this newer version of NET is installed on the machine.
