ALL_MODEL_MARK parameter have VariesAcrossGroups set to false.

Hi, I am trying to determine why the ALL_MODEL_MARK {-1001203} parameter has a VariesAcrossGroups value of false.

The parameter can have different values across groups? Is there some reason for this or is it just a bug?
