Advantages of issuing BIM model as part of tender.

Hi All
I'm managing a project we will shortly go to tender on a large commercial project. Circa €80m. The design is fully complete to BIM Level 3 and the tender is a traditional Build Only Contract. There is currently debate as to whether the BIM model should be issued to the tenders. The concerns stated are around copyright and intellectual property. My opinion is to get the full benefit of BIM, it should be issued as part of the tender process to allow contractors to use information models to run tender-stage digital simulations on sequencing, programme and productivity in real time. These factors should offer benefits for clients including less priced risk, quicker tendering and more robust programming. My view is that the copyright and PI issues could be mitigated by Non Disclosure Agreements. I understand the reluctance to issue may be if there are concerns the models have not been developed sufficiently.
My questions is (1) do you recommend issuing models if you are confident that the models are sufficiently developed and (2) are there limited permissions that can be applied to the models e.g. no edit, measure and view only.
