Request: 24 hour clock setting

Steps to reproduce
12 hour clock is confusing, especially when this is a world wide community where people post stuff 24/7.

Expected results
A setting in preferences allowing you to choose between 12 or 24 hour clock. See attached mock-up.

Actual results
Only 12 hour clock available.
