I would like to find in Recap a section dedicated to create planes by three points or selected area, with the opportunity to select a threshold selection of the pointcloud to make a section.

If the project contains more than one scan, the polyline need to be just one unique and not one for each scan.
The first part is already supported, via the Plane selection tool. You can select all points within some tolerance of a plane (defined by 3 or more points). Once selected, you can perform any operation on the selection (clip, delete, or assign to region/layer).
At the moment there is no feature to vectorize such a set of points. What are you trying to do with such a byproduct?
