Issues loading projects recently

Probably since christmas I have been having issues with Recap loading projects. I am loading the same projects since the issues began. I am seeing this issue on my local alienware and our AWS EC2 instance. Both are well equipped hardware wise. I have seen full CPU usage and cannot click on recap while it is loading. I have verified recap is using the GPU and recal is updated to the newest version. I spoke to an AWS rep and we confirmed that the server is working correctly so there is something wrong with on the software side. 

Any thoughts?

Does this issue happen to all projects or to some projects? 

Could you put more details on the issues encountered during project loading? Some screencasts will be helpful.

This happens to all projects. I dont have an error message to screen shot.

I loaded an older project, approx 68GB and it loaded fine. I am having issues with a smaller project, about 20gb. The smaller project caused recap to become unresponsive and crash. There were no error codes.
