may I download the full version of autocad 2013 without trial that is widely spread on the website, and use it to study and work? or should I still buy autocad 2013?

You can no longer get AutoCAD2013 licenses, its too late by a few years: why do you need such an old software today?

because my PC has a low specification and is only able to run the 2013 version. This is the beginning of my interest in AutoCAD and currently I am trying to learn it. is there a solution for me?

Let me repeat myself in case you missed it:

You can no longer buy/rent AutoCAD2013 licenses.

There is nothing you can do about it today in the year 2019. I would try AutoCAD2020 to double-check your assumptions first, if that does not work, you'll have to find another CAD program from another software vendor with lower system requirements.

Recommended specifications arent necessarily the only systems that can run the software. They are recommendations to avoid issues.  You may be able to run newer versions. 2013 is out of the question though. I have run AutoCAD on many machines that were dated and they did good enough for me to get by. 

I would go grab the prerequisite checker and see if you might be able to run other versions.

You can also just go download the latest and do a trial install and see if you can get it to go.

Você não pode legalmente obter o AutoCAD 2013 (no ano de 2021). Se você está comprando o AutoCAD 2013, provavelmente está comprando um software que foi comprometido de alguma forma e pode conter vírus.

Nonsense. In Europe any perpetual license can be sold.

It is not nonsens, but you are right - there are exceptions, for example  in EU states

But also in EU you should make sure that you can run the program then

and should have the full license history (started from the 1.buyer) .

Legal to buy doesn't means using without problems.
