I'm using 10.5.6 and have had troubles with every version on Windows 10. I saw the same thing you are with one of the versions of 3DXWare but don't remember which one. The biggest problem I had once I figured out which 3DXWare version would let it rotate was that the settings wouldn't "stick" when switching back and forth between PS and PM. One of them would always revert back to default. Since the settings I desired were the same for both Powershape and Powermill the Delcam.xml (C:\Users\(user name)\AppData\Roaming\3Dconnexion\3DxWare\Cfg) had to be modified to execute both programs from the same file instead of separate.
