There is detailed documentation found in the installation folder of powermill. For me (who has 2016 powermill) It is C:\Program Files\Delcam\PowerMILL 20.0.10\file\plugins\documentation

They only have a quickstart guide for VB though. Most of the detailed Documentation is written for C#

You should have a sample plugin in the installation path for powermill. If you can't find it, I can always send the one I have to you. C:\(Wherever Powermill installation is)\file\plugins\solutions\SamplePluginVB

I just copied over the entire plugins folder from my installation. It'll have all the documentation and sample plugins as well.
