How to 'catch' commands that aren't commands? PUBLISH problem

I need to react to the PUBLISH command, which works fine when using File|Publish... . However, if the user selects multiple layouts, right-clicks the tabs and chooses Publish selected layouts... then no PUBLISH command is issued.

How can I catch this entry into Publish?
