How to Access Text outside align boolean

I want to know the .NET API/ property name to "ON" Text Outside Align. As shown in image below

I tried evaluating properties, but was not able to conclude anything from the Object Properties

Please can anyone help me with this

I believe the property/dimension variable is DIMTOH

I have this property set to true, but even though Dimension is not aligned Outside.
