paperspace "menu" at bottom of workspace?

this is a 2024 Acad Architecture screen shot. these menu items do not show in  AA 2025 ... where did this go in 2025?  or how do I load it?

In the OPTIONS command dialog, on the Display Tab,  is "Display File Tabs" checked?

Correction: it is not "Display File Tabs" check box. It is "Display Layout and Model tabs" checkbox:
